Combine orange juice, soy sauce, sugar, corn starch, salt and pepper in a small bowl; set aside.
Heat oil over medium-high heat in wok or large skillet. Add garlic; stirring constantly, cook 30 seconds. Add snow peas and carrots; stir-fry 2 to 3 minutes.
Stir orange juice mixture until blended then pour into wok. Continue to stir-fry 1 minute.
